March 28, 2011 Budget Workshop

The Board will hold a community Budget Workshop on March 28, 2011 at 7:30pm in the Conestoga High School Auditorium.  The purpose of the workshop is to update the community on the current status of 2011-2012 budget.  This workshop will focus on the budget development process to date and a discussion of potential remaining budget strategies to close the budget deficit. Since this is not a formal meeting no official Board business will be conducted and no actions taken. The agenda will be posted prior to the meeting and agenda materials will be available at the meeting. The Board encourages public participation during the budget development process so the budget reflects the input of all stakeholders.

See the Hillside Elementary School Green Roof Live!

Through a grant from Tredyffrin Township, the Valley Creek Watershed Association and the Pennsylvania Department of Environmental Protection, more than 8,300 square feet of the Hillside Elementary School's roof went green!  The green roof is highly effective in managing storm water runoff by utilizing extra light growth media and nineteen varieties of Sedum to reduce the volume of runoff and delay the peak rate of runoff.  In addition, temperatures on the green roof are moderated in the summer and the winter resulting in reduced energy costs to heat the rooms below.

Proposed State Education Budget Impact

Due to current economic factors, the Tredyffrin/Easttown School District has anticipated an $8.9 million budget shortfall for the coming 2011-2012 school year.

  • T/E is reviewing strategies that will balance the school budget while maintaining the essential elements of a quality education.  The goal is to select strategies that will close the fiscal gap without reductions that will have a high impact on students.
  • We have recently learned that the Governor's proposed budget removes an additional $1.6 million of state funding from the T/E School District.
  • If the Governor's budget is approved without accompanying relief from unfunded state mandates, these high impact cuts will become a reality.

Online Coursework Program Suspended

Due to the outcome of a labor dispute between the T/E School District and the Tredyffrin Easttown Education Association (TEEA), the District will not be offering any online courses for the 2011-2012 school year.  The TEEA claimed an unfair labor practice because the program allegedly transferred work outside the bargaining unit.  The District asserted the right to design and implement programs of educational benefit to students.  On February 28, 2011, the hearing officer ruled in favor of TEEA, and the District has been ordered to cease and desist its online coursework program.  Because the District is appealing this decision, students currently enrolled in online courses will be able to continue for the current school year.  However, absent a different outcome on appeal, the online course program will not be available in the 2011-2012 school year.  Students who have applied for the online coursework program for 2011-2012 have been individually contacted by counselors.

Keystone Exams Update

An important message about Keystone Exams was recently received from the Acting Secretary of the Pennsylvania Department of Education, Ronald Tomalis.

Key points are noted below:

  • Algebra 1 students in grades 8 and below will be required to take the Algebra 1 Keystone Exam in May 2011 as previously announced. All students participating in the May Algebra 1 testing will be deemed proficient regardless of individual scores.
  • Fiscal constraints at the State level will delay the implementation of additional Keystone Exams.
  • No Keystone Exams will be administered in the 2011-2012 school year. Students who complete Algebra 1, World Literature (Composition Keystone Exam) and Biology in 2011-2012 will be deemed proficient by the State in these subject areas without taking the exam.
  • During the 2012-2013 school year, Keystone Exams in Literature, Composition, Algebra 1 and Biology will be administered.
  • The Department of Education still intends to fully implement all Keystone Exams, but on a delayed schedule.

Click here for additional information on Keystone Exams.

Updates about Keystone Exams will be provided as information becomes available from the Pennsylvania Department of Education.
