School Board Announces Citizen Tax Study Group Members

In May 2011, the Tredyffrin/Easttown School Board sent a postcard to all property owners in the school district informing them of the Board's decision to form a Citizen Tax Study Group and inviting them to apply. The deadline to apply was June 15, 2011. The District received 186 applications from community members. The Tax Study Group members were selected randomly to represent different segments of the T/E community including property owners, renters, retirees, those who currently pay an earned income tax, those who do not currently pay an earned income tax, business owners and those with school age children. The Tax Study Group also includes a mix of gender and ages. The names of the Tax Study Group members were announced publicly at the June 20, 2011 Finance Committee meeting. The nine members include: Michael Abele, Michael Benning, Rita Borzillo, Marie Falcone, William Mullin, Terri Smith, Andrew Snyder, Edward Stevens and Lauren Walsh.

The Tax Study Group will meet publicly up to eight times during the months of September and October. The meeting dates and times are as follows. Check the TESD web site at www.tesd.net for meeting times once they become available.

Thursday, September 8, 2011 - 7:00 p.m.
Thursday, September 29, 2011 - TBD
Thursday, September 15, 2011 - TBD
Thursday, October 6, 2011 - TBD
Thursday, September 22, 2011 - TBD
Thursday, October 13, 2011 - TBD

The Tax Study Group is charged with the task of studying the possible effects that an Earned Income Tax (EIT) would have on the school district and its residents. Following its study, the Tax Study Group will present the pros and cons of an EIT to the School Board and community members. The School Board will then determine whether or not to pursue an EIT further. Pennsylvania school districts must obtain voter approval by means of a voter referendum on the primary election ballot. The maximum EIT that the T/E School District could levy, with voter approval, is 1%.

Public comments regarding budgetary issues may be submitted to Arthur J.McDonnell, Business Manager or to the T/E School Board.

NEWS

Tredyffrin Township is looking for a certified architect and someone with an interest in history, archeology, or historic preservation to serve as members on its newly formed Historical Commission. Anyone interested in this opportunity should submit his or her resume to tredyffrin@tredyffrin.org.

At its June 20th public meeting, the Board of Supervisors introduced a new way of developing amendments to the Zoning Ordinance or Subdivision and Land Development Ordinance. Draft ordinances will be introduced to the Board at an earlier stage to solicit their guidance and reaction, as well as additional public input. Most ordinances like this will be discussed by the Board at a series of public meetings, not just one. Depending on the subject matter or open questions, some ordinances may rotate back and forth between the Planning Commission and Board of Supervisors. The goal is to encourage more interaction between the Planning Commission and Board of Supervisors during the process of developing regulations that will guide future redevelopment in Tredyffrin Township.

The new process will begin with the sidewalk amendment to the Subdivision and Land Development Ordinance. The Sidewalk Subcommittee laid out an initial recommendation for the amendment. The Planning Commission suggested some changes. The Board of Supervisors will begin its review of the ordinance at its meeting on Monday, July 18th, which begins at 7:30 p.m. in the Township Building.

The Township has introduced a zoning amendment to develop an overlay district in the Trout Creek Watershed. The overlay district is intended to encourage redevelopment on large properties in the Trout Creek Watershed that will include stormwater facilities to better manage runoff. The Township has conducted studies to evaluate and develop recommendations to improve the condition of the Trout Creek Watershed. The zoning amendment is part of the implementation effort. The Planning Commission will continue its review and discussion at its public meeting on Thursday, July 21st, 7 pm.
